What is a Safety Management Plan?

A safety management plan is the written document setting out how safety is managed on a construction project: who holds which duties, how hazards are identified and controlled, how workers are trained and consulted, and how performance is monitored.

It is prepared for a specific project, and it is the same document many owners and general contractors call a site specific safety plan. A company-wide safety program sets the standard; this applies it to one site, its hazards and its workforce.

What to Include in a Construction Safety Management Plan

At minimum, a construction safety management plan needs the hazards on this site with a control against each, a named person accountable for every duty, what happens in an emergency, and how you will check the controls are working.

This template is a complete plan, covering all of it across eighteen sections plus document control.

8 Competency, training and orientation Required certifications, site orientation, and how records are kept.
9 Equipment and hazardous materials Heavy equipment, tools, chemicals and safety data sheets.
10 Site setup, sanitation and security Site establishment, sanitary facilities, access control.
11 Emergency preparedness and response Evacuation, assembly, first aid, rescue and emergency contacts.
12 Incident reporting, investigation and notification What gets reported, to whom, and what must be reported to OSHA.
13 Occupational health and well-being Occupational health exposures and worker well-being.
14 Subcontractor and supply chain management Prequalification, coordination and what each subcontractor must submit.
15 Monitoring, measurement and inspection Inspection frequency, who conducts them, and what is measured.
16 Nonconformance, corrective action and continuous improvement What happens when a control fails, and how it gets closed out.
17 Records management What is kept, where, and for how long.
18 Plan review and approval Who signs it, and what triggers a review.

How to Write a Safety Management Plan Using This Template

Complete the cover and document control first. The plan is not usable until it states which revision is current and who holds it.

  1. Fill in the cover, including the site address emergency services would use, the general contractor, the project duration and the peak workforce.
  2. Answer the high-hazard work question, since a yes means section 7 has to be completed in full.
  3. Name the preparer, the reviewer and the approver. The reviewer must be a competent person independent of the author, and the approver must have authority to commit the resources the plan requires.
  4. Complete the related documents register, listing every procedure and register this plan governs.
  5. Work through sections 1 to 18, deleting what does not apply rather than leaving it blank.
  6. Name a person against every responsibility. A duty held by a job title nobody occupies is not held.
  7. Set the review date, and record what changed in the revision history rather than writing "updated".
  8. Have a competent person review it against 29 CFR 1926 and any OSHA-approved State Plan requirements before work begins.
  9. Brief the workforce and record it.

A plan lists controls; keeping them visible is a separate job. Construction risk management software holds risks, treatments and owners in one register so controls are tracked rather than filed.

Site Specific Safety Plan vs Safety Management Plan

They are usually the same document. A site specific safety plan, or SSSP, is a plan written for one project and adapted to the hazards and scope of that job. A construction safety management plan is the same thing, and many contracts use the two names interchangeably.

The distinction that matters is against a company safety program, which applies to the whole business and stays in place as projects come and go.

Most SSSP requirements come from the contract rather than from OSHA. Bid packages commonly require a plan within a set number of days of award, or approval by the general contractor before mobilization.

OSHA Requirements and Who Is Responsible

Construction employers must initiate and maintain a safety program, inspect the site through a competent person, and train and equip every employee individually. The duties sit in 29 CFR 1926.20, Subpart C.

The competent person definition has two halves and the second is the one people miss. Identifying hazards is not enough; the person must be authorized to fix them on the spot.

FAQs About Safety Management Plans

Not in those words. Federal OSHA's construction standard at 29 CFR 1926.20(b)(1) makes the employer responsible for initiating and maintaining whatever programs compliance requires, without prescribing a format or saying they must be written. Individual standards do require written programs, including hazard communication, respiratory protection and confined space entry. State plans can go further: California requires every employer to keep a written injury and illness prevention program, and Minnesota, Nevada, North Carolina, Oregon and Washington run similar rules. Either way, a written program is what you show an inspector.
The employer. A safety manager usually writes it, but the duty sits with the company and cannot be delegated to whoever drafted the document. Individual controls are owned by whoever can actually apply them.
At each major change to the work, and on a set interval regardless. New trades arriving, a change in method, a recordable incident or a new high-hazard activity should all trigger a review. Record what changed, not just that it was updated.
The plan covers the whole project. A job hazard analysis, also called a JSA or an activity hazard analysis, covers one task, breaking it into steps and setting out the hazards and controls for each. The plan says how safety is managed; the analysis says how one task is done safely.
Each employer carries its own duty for its own workers, so on larger projects each subcontractor typically submits a plan for its own scope, which the general contractor reviews against the project plan. That review does not insulate the general contractor. Under OSHA's multi-employer citation policy, a controlling employer can be cited for a subcontractor's hazard it could reasonably have detected and corrected.
As long as it takes to cover the hazards actually present. A small fit-out needs far less than a project with excavation, hot work and confined space entry. Length is not compliance, and a plan too long to read is a document that exists rather than one that works.
Identify what could hurt someone on this site, before writing any policy. A plan built from a template without a hazard assessment behind it controls the hazards the template's author had, not the ones you have.
