The principal is often the owner of the project, whether an individual, corporation, governmental entity, or any organization seeking to undertake a Capital Project. The principal often initiates the Capital Project by identifying the need for construction work and subsequently hiring a client side project manager to help manage the project, and then together a contractor to execute the project based on agreed terms and conditions / general conditions of contract. They are responsible for providing the necessary funding for the project and generally have the ultimate authority over the scope, standards, and objectives of the project.
